This is a pair of classic style English silver plated EPNS sugar tongs made in the 1920s by Payne, Colchester England with spoon ends and measure 4 inches long.

 The sugar tongs are in excellent used vintage condition and would be a beautiful way to pass the sugar cubes at your next tea party just like they do at Claridges.
